Runic monesters regenerate life even when they shouldnt

So if you take mark mastery stating "Marked Enemy cannot regenerate life" runic monster´s (expedition) mod "regen xy% max life over 1 sec" proc and they do regen....i´m not aware player can "overrule" cannot regen map mod, why mobs can overrule players powers? this must be a bug.
