New Unique "Monastery Bell" bugged - doesn't work with Glacial Shield Swipe

I am testing the new unique with all Shield Skills.
All of them work, but Glacial Shield Swipe doesn't.

"Shield Tag" doesn't exist and it fulfills the same criteria as the other Shield Skills and has the Attack Tag.

Monastery Bell states nowhere that it doesn't work with Retaliation skills.

-> Either the description is bugged or Glacial Shield Swipe is not classified as Shield skill despite being one.

Do you have more details? Streamer that I watch is wrapping up their build using Bell with CDR stacking to re-trigger via bell to essentially spam the skill with similar CDR to attack rate.
