King in the Mists fight stops progressing

King in the Mists fight fails to continue at phase 3.

I am returned to the Arena, the King says "The Wildwood's power... is mine!", and ... nothing. I'm in the arena, the King is there but does nothing and is not targetable, no totems, nothing else. Dropped to char selection screen and re-entered, same. Logged out and re-entered, same.
