Add client side chat REGEX-based chat filters

It's mostly to deal with spammers. EVE online added that last year and it was a god send. As a company, you're stuck between a rock and a hard place in wanting to filter out the bots without impacting players, this is where client side regex filter comes in.

Right now the handful of bots that spam could easily be filtered out by a regex, much faster than GGG at the very least (they've been spamming non-stop since 3.27 launch...) and would take a minute to just make a regex for it to be gone.

It would be configurable, client side, by the player.
