Graft corruption not working (skill effect duration)

So i just bought this Graft, assuming it would up my skill effect duration (which it indicates) i have 13 red gems socketed, 3 of which is in the skill i am trying to get more skill effect duration on, but it is unchanged 90% with and without the Graft, it already have a tag stating that "skills used by this graft have X% increased skill effect duration" so the corruption implicit clearly is intended to work for my character?
