Challenge Not Complet Bug

I play 5 scarab, 2 risk 2 multitude 1 escalation and have 178% quant base on picture, but seem the challenge is bugged and not complete automatically, need to confirm is this bug or maybe there is information i dont know aboout the challenge.

nevermind i just realize i cant put 2 risk on map device in 3.27
