Woke Support gems not giving +1 to level in certain situations

Seems like a problem with woke gems in general.

I have a Archdemon crown with Penance brand lv20. When socketing a Lv5 Woke Added Fire (while having a +2 Venarius Astrolobe and 6 influences) it stays at lv5 and does not give the +1 to Penance Brand.

When you socket those 2 in any other slot it does give the +1 to Penance Brand.
So maybe its a issue in conjunction with a helmet?

Also lots of people have reported similar. So its not a niche case.
