Bitter instinct doesn't work

I have bitter instinct shield equipped an divine retribution on skill bar, it never becomes usable. I am in hideout, do i need to block an initial hit somehow? Kinda trying some proof of concept stuff and it doesn't seem to work at all.


edit: it doesnt work in hideout you have to go into a zone and it will trigger after 4 seconds. Didn't know some things wouldn't cycle in hideout. You don't know till ya know I guess.

First thought would be to try it somewhere that isn't in the hideout.

Some things are disabled in hideout so they aren't cycling endlessly, even while you're AFK...though the only thing that comes to mind at the moment is that Autoexertion doesn't spam warcries in hideout.
