Foulborn Voll's Vision Does not seem to provide the described ES regeneration rate

When using Foulborn Voll's Vision I am not seeing ES regen of 17% of my Life regen, though the item says this should be the case.

I suspect other calculations are being made but at face value the item does not work as prescribed.

With Voll's and Vitality I have 999.4 life regen and that comes to 50.2 ES regen according to the character sheet.

Without Vitality I have 797.9 life regen and that comes to 19 ES regen according to character sheet.

PoB shows I have 8% life regeneration rate and 10% life recovery rate, in addition to 15.4% life regeneration percentages from my tree and 208.2 flat including Vitality.

Is there a different calculation for how this item should work?

I would have expected 17% of my 999.4 value which is quite a bit higher than 50.2
