Chieftain "Ramako, Sun's Light" Passive seems to not apply in Simulacrum

When "+#% Fire Resistance" or "+% Elemental Resistance" rolls on monsters, they become incredibly strong against burning/ignite even with this passive set. I am not sure if this also includes Deli mobs in maps.
