"The Ring takes no Cut" mod not working?

This Blueprint should cost 1,921 Rogue's Markers to run. 1.3*(453+1025)

But it actually spent 2,113 Rogue's Markers. I had 21,316 before starting the Blueprint, now I have 19,203. Either the "The Ring Takes no Cut" mod isn't working, or there's some interaction with the "30% Increased Total Heist Fee" mod being applied before the No Cut mod, which would at least be a display issue.
