Item can't be crafted for no apparent reason

This wand has two prefixes and one fractured suffix. When I put it in my crafting bench, all options are red and unusable, with the message "Item has no space for more Crafted Mods", despite having no crafted mods and multiple open slots.

The only unusual thing that I've done with this wand was attempt to imprint it, before being reminded that fractured items can't be imprinted.

I can't see the image on this PC, but I'm guessing the fractured mod is a crafted modifier. Thus preventing further crafted mods.

Yep, I figured it out a little while later, the fractured mod is indeed a crafted mod. Completely overlooked it! This is not a bug.
