Command graft skill not showing up to be assigned

Trying to use dance in the white tulgraft which says it must be commanded, and there is no skill showing up to bind or use in the menu. I shev tried with controller and mouse on PC and there is nothing.

Wait, so I see it with mouse but not with controller on PC... Meaning I need to logout, assign with mouse then log back in. ...come on GGG, whybdonyou hate oc players with controller even though it's such a big part of poe 2 now. The testing for PC controller should be just as adequate for poe 1 at this point, no excuses.
