Ghost Shroud Bug

So i recently swapped my EV/ES chest piece for a full ES chest and ever since then i load into zones with only 75/16,353 ES. My only source of evasion is from my jade flask and with Mageblood/tree i have a total of 18,100 evasion. Because i use ghost reaver, my ES doesnt regen until i attack and leech. My assumption is that the game checks my evasion upon loading into a new zone prior to flask affect taking place. Is this intended? Its quite annoying especially with breach mobs spawning right on top of the portal in some situations or going into uber fights with practically no ES.
