Stormfire ring not working with oath of summer ascendancy

I'm playing a spark warden character. I'm going crit and even have some chance to ignite but for some reason my spark is unable to apply scorches while using both oath of summer and stormfire. The wording your "lightning can ignite" and "hits that would ignite instead scorch" i would think this works but it doesnt currently. Pls help GGG

Scorch value is based on the amount of fire damage. Your lightning damage applies Scorch instead of ignite, but this Scorch has no effect.
