I am not recieving +2 to all cold skills from Tul of the Blizzard

"+2 to Level of all Cold Skill Gems if at least 4 Foulborn Unique Items are Equipped"

I have 2 foulborn Tulborn wands as well as well as a foulborn the green nightmare and a foulborn the green dream jewels equipped /socketed into my character. my cold gems are getting +9 to them, +8 from the tulborn wands and +1 from the cold mastery, but i am not getting the +2 that the aascendcy node Tul of the Blizzard Describes.

Socketed Jewels are not considered Equipped items
