Spawning bug betrayel and blight

So in during I noticed some issues where betrayel doesn't always spawn properly.
Had this happen with Labs and transportation.

I did not have a safehouse ready or nearly ready for either of them. They just spawned in but didn't trigger.

For Blight I had multiple maps where I couldn't complete the blight because one lane was stuck in a Settlers ore vein.
