Kirak explorer reports rerolls not working

I have 1 map remaining completed but not bonus completed(racecourse)

I used several explorer scouting report rerolls but instead of getting only this missing map, I get other bonus completed maps

I thought these rerolls only give bonus incomplete maps

If you ran the map but not corrupted, Explorer Scouting Reports will not work.
