Runegraft of Loyalty self ailment not triggering

The ailment infliction on minion doesn't seem to work for self-inflicted shocks
(and maybe others)

I was testing a setup with galvanic field with a typical self shock setup and i would always end up shocking myself. This is either a bug or a incorrect description of the rune as I would expect my minion to get shocked some of the time.
