Cold Snap bypassing trigger cooldowns

Cold Snap and Cold Snap of Power can bypass their cooldown when triggered by Cast When Stunned and Kitava's Thirst, allowing them to be triggered faster than both their natural cooldown the cooldown given by the trigger source.

In Kitava's Thirst (Foulborn or otherwise), with the right conditions, these skills can even trigger themselves, resources permitting. Under extreme conditions, this can chain indefinitely, stalling the instance until either the conditions for it chaining are no longer met, or, presumably, the instance crashes.

In particular, with three Cold Snaps of Power, one trigger of Kitava's Thirst can trigger an average of 1.5 more, and after a few successful rounds of that it becomes statistically impossible for the loop to break. Power Charges can be supplies with PCoC support, quality, and Inya's to get >100% returns, and life costs for the foulborn variant can be supplies with a large amount of life on hit or similar instant recovery.

After putting together a build to test this, it appears that it's possible to reliably cause an instance timeout if the cold snap chain targets an enemy it's unable to kill, for example because it was made invulnerable by a nearby rare, or if the damage of the cold snap is too low to kill a juiced enemy in how ever many cold snaps fit in the timeout period's processing. On-hit or on-death effects adding extra lag may also be a factor in the latter case.
