Dark Pact cannot kill skeletons

I played Dark Pact with Skeleton build at 3.26 through whole season
Dark Pact can kill skeletons with sacrificing damage
So I have to summon skeletons repeatedly

At 3.27
Now I just turn to same build
But I found that dark pact didn't kill skeletons
It cannot sacrifice skeleton's life anymore, causing loss of dps

Testing with 3.26 character, result was same
