Ailment effect from crit mastery bugged in latest mini-patch

In latest patch observing bug with ailment effect from crit critical mastery (50% inc effect of non-damaging ailments)

I'm playing elementalist with shock notable guaranteing minimum 25% shock from hits.
I also use inc effect of shock from increased mana lightning mastery, which gets the minimum shock to 39%.

It worked additively with the crit mastery before latest mini-patch, getting minimum crit to 50% as expected, just like regular shock/ailment effect nodes. There's a lightning 3-point cluster that gives 50% shock effect total, with this cluster and shock effect from inc mana min shock is 50% before and after latest patch. With crit mastery and shock effect from inc mana it stays 39% now.
