Provisioning wombgifts not working (vid included)

I have several Provisioning Wombgifts (ilvl 81-83) that won't work at all. I've attempted changing their inventory from locker to mine, I logged out for 4 hours, and still can't get loot from them. The other Wombgifts types work fine.

edit: Additional info

FIXED: I found another thread where someone mentioned Unspeccing -> Respeccing the entire provisioning tree. This worked, now the Wombgifts are giving loot.
