Tul of the Blizzard does not work

Tul of the Blizzard doesn't work. I have 4 foul bourn uniques equipped and its not giving me the +2 cold bonus.

I have equipped: Foulborn mageblood Foulborn badge of the brotherhood Foulborn green nightmare Foulborn unnatural instinct I do not see +2 on my ice spear |

There's actually a reminder text (Flasks and Jewels are not Equipped) for that in the game. Which is unfortunately missing from new ascendancy notables' descriptions.
