Foulborn mod not increasing with quality

Foulborn mod on choir of the storm isnt being increased by quality of any type, i tried elemental mod as well, it says its being increased but it stays at 50%

reason im confuse dis it says the mana is increasing it, but the value didnt change, even up to 11%
