Herald of the Hive Unintended Nerf?

Herald of the Hive now lists 3% more damage per herald vs. 4% previously. Is this an unintended change or just undocumented in the patch notes?

Checked with streamer and viewer that wore it, it has always been 3%. Poedb says 4% because level 40, which is not possible since ring gives level 30.

Same, as this was not documented, I assume that it is indeed a bug
