Gold gambling cost on new character in league uses prices for highest level character

If you've created new character in league - upon reaching town gold gambling prices will use higher level character prices, probably capped on the level difference

My lvl94 character has a dice roll cost at 3005 gold for claw for example

Freshly created lvl2 character in the same league has gold cost 1451

On the other hand - freshly created character in SSF league, where I dont have any character yet has a gambling cost of 23 gold
