Full Safehouse intelligence bar instantly regresses in the same map

Often when achieving a full intelligence bar to get access to the safehouse, the very next Jun encounter in the SAME map will cause the completed bar to regress back to 90/100. This leaves no room to do the safehouse after completing the map and sometimes opening the safehouse in the map is impossible because of Jun's location. Is this normal?

This "bug" was happening all last league too.
