Tornado Shot of Cloudburst - secondary projectile range decreasing with elevation

Currently there is an issue where as elevation within an area increases, the secondary projectile range decreases.

More specifically it looks like the arrows fired from the burst hit the ground extremely quick.

This happens in every area with a change in elevation, and 100% reproducible.

Note this isn't a visual bug, the actual range of the arrows decrease and you need to fire on top of enemies to hit them when this happens.
