Fortresses and Breach Defenses Destroy Map Mechanics

Entering maps with multiple essence scarabs, I always have fewer essence monsters than what there should be and I assume when a fortress or walled breach defense is formed, a lot of the essence monsters are pushed out of the map to make room for the breach encounter, essentially wasting scarabs. People report the same for legions and abysses as well as monster packs.
