Immortal Syndicate lab didn't spawn members.

Like title, just normal mobs, no syndicate members and cant finish it because of that.

It is likely that at this turn research members will retreat to safehouse.

I had close to 0% progress in research.

Then maybe there wasn't a non-leader non-prisoned research member (leader cannot initiate an encounter himself). Next time, take a screenshot of the investigation board.
