Foulborn Choir of the Storm doesn't work with catalysts

The foulborn mod "Mana is increased by 50% of Overcapped Lightning Resistance" on Choir of the Storm doesn't get increased by catalysts even though the alt tooltip indicates that it should be getting increased. I have verified that this is not a visual bug.

Also looking to clarify if this is a bug. Currently the game says it's being increased but it's not reflected visually or in the stats.

Which one the mana increase mod or the max to lightning mod?

Also, not sure if I read this correctly. Is that mana increase a flat amount or a multiplier on base mana?

The report is about Mana is increased by 50% of Overcapped Lightning Resistance, which should be reworded to Mana is increased by half of Overcapped Lightning Resistance to be more clear. Because 50% is not a stat value here.

For example with 40% lightning res overcap it provides "20% increased Maximum Mana".
