Network Issues when loading map zones

Upon entering a zone my network ms climbs to between 1 - 10,000 ms, causing me to occasionally disconnect from the servers, and making controllable gameplay impossible. Once I've loaded into the same zone a few times and have rendered all of the terrain the connection issues dissipate and my network ms stays around the typical 60 to 70 range. But anytime i am loading new terrain it is causing me lag drastically. The issue is not present in towns because the whole town is loaded almost instantly upon starting or returning to town.

***Edit: I uninstalled and reinstalled my game and it did not solve the issue. If anything it made it worse, attempting to load into the ledge via waypoint resulted in a disconnect before i even made it out of the loading screen.
