PoE network issue in specific areas

Watch the video here: https://youtu.be/mhD_6CnwC_I

In some specific places on maps, latency increases very much.
It doesn't come from me just moving, it comes from me coming to a certain point on the map. At the end of the video, I move to the beginning of the map - there are no lags and there were no.
This also happened in acts.
This also happened in areas of theft.
This happens on random maps, not just the one in the video.
This happens on any server.
This happens with any settings, changing the networking mode does not change anything.
This has been happening since the beginning of the current league.

Most likely this is the same (or very similar) issue as here: https://www.pathofexile.com/forum/view-thread/3871326 - posting it since it has GGG response, so they are most likely aware of the issue (and asked for some data).

There have been hundreds of pastebins giving them what they requested and haven't seen an update yet.

Judging by the description of that topic, these are not the same thing.
In my case, the problem is fixed by moving from the point at which the problem manifests itself
