The Three Dragons not working

Hello dear GGG,

I'm currently working on a ignite build with assassin using critical chance to apply ignite using the flat from cold damage and combo with vaal flicker strike for big ignite.
I'm using Frost Blades for now on leveling, but even using the helment and just cold damage dagger, I'm still chilling & freenzing enemies and dont see the ignite proc correctly.
Please adjust this, it's vital for this build!
