I can confirm this; selecting "Originator's Memory of _____," the dialog he pops up has no map in it, cannot have a map inserted in it, and thus can never be opened.

Was same issue for me. Active quest but no maps.
Found Memory Tiers while mapping T16. Eagon give me a maps! | |
