T16.5 Map-specific Mod Pool Addition

First off, T16.5's were an amazing solution to the T17 layout problem and a great addition to the game.
I think there should be some T16.5-only mods though. These should fall in the middle in terms of difficulty/reward, just like the maps do. 1. This would alleviate some of the complaints about the high cost of rolling T16.5s, as there would be more rewarding modifiers in the pool. 2.
