cluster jew add +dex question

so i have a small cluster jew that
Added Small Passive Skills also grant: +4 to Dexterity

my dex is 122, but when adding the jew, it only add 3 dex to it make it 125. any ideas why?

I mean, no, you can't have multiple Runegrafts of the Fortress on one character. The fact that you're using this Runegraft was my answer to your question: "Why would I see my Dex go up by less than 100% of what a passive added?"

You have 10% reduced Dex.
