effective trigger rate
what are things that help effective trigger rate in pob? other than increased cooldown recovery? try to hit 10 on ETR, but couldn't

It relates to CDR, how often your skill procs and fame ticks. To get the the highest output you want the skill to be able to proc when off cool down, otherwise the time window until the next proc might be delayed. So more is not always better. Depending on your skills multiple factors might be involved, such as a/s, accuracy, crit chance etc. Is is on your Occultist? I'll take a look what might get it to above 10.
: (May not be completely accurate, I'm not a expert on trigger rates, but should give a general idea. Sometime there are mechanical limitations or functionalities that I may not know of, or have not taken into account, such as efficiency, frame delay or programing limitations.) Your POB says next breakpoint needs 75% increased CDR, so I think you've got that as low as you are going to get it and 10.1 per second (1/.099, which is 3 frames of .033 (30FPS), 75% further increased CDR would be .066, but not realistically achievable) is the limit of how often you could get the skill to proc, if you could get it to proc on every frame that the cooldown is ready. While channeling cyclone your crit will be dependent on your attack speed, accuracy, and crit chance. Since you are using 'hits can't be evaded', all attacks will hit, and the crit roll will not need an accuracy check. So that leaves crit chance an attack speed. Your cyclone has 77.18% crit chance and 9.5 attack rate. If you were able to have 100% crit chance and 10.1 attack rate, you would be hitting on the same frame as the CDR coming off cooldown and it would always be a crit, proccing the maximum amount of times, 10.1. Your attack speed is 9.5 per second, which is once every .105 seconds. Since the frames are in multiples of .033, this would be slightly more than 3 frames. If the attack speed is too fast you will sometimes be critting before the cooldown has finished, and not proc until the next crit. If the attack speed is too slow, you will sometimes be waiting for the hit while the cooldown is ready, which is also not good for maximising procs. So you want the attack speed close to the trigger rate, while going over does not help, and you start to get less procs. When crit chance is less than 100%, rng on the crit rolls comes into play, which is why they use a simulation in POB to try and represent the above factors and how they play out over a period of time. Specifically for your build, about 190% increase crit chance (or sources of flat to base crit) and 10% IAS will get you close close to 10.1. thanks in the pob it says crit chance 100%, and my CDR in game for forbidden rite is 53%, so is it my attack speed? so try to figure out what i need to reach 10+ effective trigger rate for forbidden rite, now its 9.78 in pob

In that POB your attack speed is too high. It has gotten up to 10.26, which is above the max trigger cap of 10.1, and your effective trigger rate has started to drop off. I think the next break point requires you to double your attack speed, so it is going to be easier to drop it back down slightly.
If you add "3% reduced attack speed" to your custom modifiers, you will see the attack speed comes down to 10.08 and trigger rate 10.09. Which is probably as close as you are going to get it to 10.1. It can be difficult to get it exactly to the trigger rate cap, because increased attack speed mods are increased by integer multiplication. It is an unusual mechanic, where sometimes having a lower base attack speed on your weapon or mods can increase the overall DPS, if it allows you to get closer to the trigger rate. Whether or not it is worth doing I'm not sure. POB shows it will get you give you 3.1% more forbidden rite sheet DPS, which is probably an absolute maximum, and effectively less of an increase when other factors are included, such as downtime on attacks. So unless you are able to do it easily, or add other mods in by taking the A/S out, it might not be worth the effort. Your attack speed mods are on your weapon base/mods and gloves implicit/mods. Getting your glove implicit down to 6% increase would have it very close to the cap at 10.08, or 10.02 at 5%. However, I think the lowest the ichor implicit can go is 8%. 8% would get you to 9.91. To go higher than that would mean needing to DIV your weapon or gloves, or replace them or add something else on you build that reduces the speed. For example, I think that is an essence attack speed mod on your gloves that rolls 17-18%. If it was instead 17% and implicit 8%, your attack speed would be down to 10.14 and effective trigger rate up to 10.02. A range of 2 is not that hard to hit with DIV, if not dependent on the other mods hitting high. I'm unsure how much those gloves are to craft, and whether it is cheaper to DIV or craft another. Something else to note is you have the fractured mod on your glove that gives attack speed when focused, so when focused, you will be going further above the breakpoint and getting reduced triggers/damage. Which might be undesirable if you are not getting other benefits from the focus, and otherwise not a useful mod. I'm also unsure if there is any difference in being slightly above or below the break point. This can sometimes be the case in some games, that you need to get as close without going over, though POB is showing it to be ok going slightly over in the simulation, so I assume that is correct without further knowledge of the mechanics. Somewhat theoretical analysis, based off the POB numbers. I don't know exactly how the frames and processing works. As I mentioned earlier, there may be other factors to consider that I have not taken into account. It's been a while since I played a crit proccing build extensively.
