POE1 Failed to Connect to Instance

Hi guys, trying to make a new character on Mercenaries league but I can't login at all. When I try to Play on any character including one on Standard I get a Failed to Connect to Instance error and am booted to the main menu. I've already tried multiple other servers with no success, and have verified my game files on steam. Note that I cannot login at all, so cannot reset an instance using Ctrl+Click, I never leave the main menu except from loading screens. Any help appreciated.
