"Boots: 1% increased in Movement Speed per 15 Spirit, up to a maximum of 40% Other modifiers to Movement Speed do not apply"

If sprinting is being considered a Movement Speed buff and therefore not increasing MS / working (other than gaining the ability to be heavy stunned). Why is Temporal Chains, and Frost ground area debuffs, etc. still affecting the player?

Can this please be clarified to either "Other increases to Movement Speed do not apply" or can this be fixed?
