Weapon Set 1 ignores weapon . “Flasks Disabled” debuff appears without cause

When using Weapon Set 1, my DPS drops to around 1000 as if I were unarmed, no matter what weapon I equip.
• When switching to Weapon Set 2 with the exact same weapon and gems, my DPS returns to normal (~4–7k, depending on gear).
• The issue reappears frequently after changing zones/instances.
• Possible relation: since this bug started, I also see the “Flasks Disabled” debuff icon with a countdown appearing periodically. My build has no keystone, unique or modifier that disables flasks. I know Interlude areas sometimes restrict flask use, but this effect now appears in other zones as well, even when not expected.

Re-equipping the weapon or moving a gem Not works.
