SHOCK BURST ROUND DOESN'T WORK WITH ELECTROCUTING ARROW BUT OK WITH VOLTAIC GRENADE

I think this is a bug, both skill has similar effect of making the incoming lightning damage to electrocute target but only voltaic grenade works with shock burst round. However electrocute arrow works fine with lightning rod.
