Lightning Warp unable to target “cullable” enemies

Lightning Warp can barely target enemies that can be culled (indicated by the blue glow). I have tested this multiple times with single mobs and it’s either not registering the enemies as being cullable or the targeting is very bugged. It would work maybe once every 10-15 casts or not at all.
