Act 2 quest - no item drop

I'm stuck in act 2, im trying to get the tusk from the necromancer and the mastodon bosses.

I've killed them 7 times, sometimes the necromancer first, sometimes the mastodon first; but still no quest item.

Do I really have to start a new character over just to get past this quest?
