Incinerate does not gain fuel from Infernal Flame use

Seems the skill can not be used if you have infernal flame as it is not counting infernal flame casts as mana. Shouldn't the fuel cost be converted to infernal flame gained? Seems like a bug for a fire spell to not work with the fire damage part of infernalist?
