flicker strike + culmination + maybe hollow palm not working

have culmination and chimes on chayula hand, build combo with tempest flurry, tag a boss with hand to generate power charges, use flicker strike on boss and do no damage.

might be a range thing? dunno if unarmed is too short to work with flicker strike, but if that's the case hollow palm should have a melee range increase too.
