Can't use 2 passive tree while using controller on PC

I have a crossbow that I locked to be used in slot 1 and 2, I've distributed the 24 points on both passive skill sets, then I locked a grenade launcher skill on skill set 1 and Explosive shot on skill set 2, after this I relogged switching to controller and now when I try to use Explosive shot it's not equipping the skill on the crossbow
