Settings are broken

Today after launching the game, the intro video suddenly appeared. All the settings also broke (language changed, volume to max, graphics). Setting the settings and restarting the game doesn't help. Everything I set is reset to default after restarting, and the language doesn't change either. Please tell me what to do.
