Monk Killing Palm Gamepad Auto-Target Mismatch

When I have focus fire turned off, killing palm won't auto-target a target in cull range and will target whoever I currently have selected.

When I have focus fire turned on, killing palm *will* auto-target a target in cull range, ignoring my focused target.

I believe it's backwards.
